Usually you go 8-9 EXP over the needed value to level up, causing you to spend a turn solo training to make it level up. Sometimes though, you can use 2-3 turns of actual crafting exp and still not get it, like you did. This means losing about 5~15% of your EXP while leveling general skills which hurts a bit. I haven't seen clearly whether it affects quest exp / ancient relic turn in, harder to gauge.
