Saw that some of this stuff was still up in the air so I figured I'd put it all together so others can add to it as well. Please feel free to add on or discuss this.
Who can vote in what elections: Clearly the cities are our factions' strongholds, settling anew on the island, so clearly any Fellow or Forsaken should be voting in their own respective capitol, this is what Belouch is leaning towards currently I think. I'd also suggest to let Free Folk vote in both capitols. There aren't many free folk in the game (both factions outnumber them over 10:1), and they should have the ability to at least voice their votes to protect their resurrection points from mayors that would be hostile or negligent to them. This may not be entirely lore friendly, faction strongholds might not care about their opinion, but I think it'd make the game a better place. If they want to make the trek and vote in both capitols during election week, more power to them. It would also give the faction players an incentive to be friendly and supportive to free folk, instead of completely ignoring them, as it would give their "sect" more voting power.
Another suggestion is, once capitol dwellings become a thing, a Mayor's Dwelling in the capitol as well. This would help the mayor separate items and materials used for the common fund from their own, and give them more storage in the capitol so they could have items up in trade on the market, but still be able to stash them to respond to violence, emergencies, help clear monster piles, or deliver items to citizens in the field. Any items left in the Mayor's Dwelling at the end of a Mayor's term should go to the next Mayor in his Mayor's Dwelling.
I'd also think it'd be neat if the winners of Mayoral elections got a decent chunk of Leadership EXP. If someone was just doing it for the EXP and did not do a good job as mayor, then hopefully they would not continue to win elections. This gives a little bit of a Evolution reward for a player sticking around the capitol to help out others, as they are not going 100% hogwild in the field training to keep up with warriors, and can't roam around mining or gathering to keep up with crafters. Being an excellent mayor may mean spending a lot of movement or turns supporting others instead of yourself, so I feel this reward would be just, and entirely fitting with the skill named "Leadership".
Also to reiterate what I said in another thread about titles, A Mayor title would be great, as new players may not often check or know about the mechanic, but will learn about it through the chat window or View Details, etc. Since we only have two cities, and the two mayors shouldn't really be near each other, having to differentiate between "Mayor of New Haven" or "Mayor of Exodus" isn't necessary at the time I think, but maybe in the future.
Another way to alert people of the new mechanic is by having Server Wide Announcements of Elections, both when they start and when they end. Two messages a month is trivial I think. Don't need to say who is running or who won, just "elections are happening" and "elections are over"
As for Factions...
The new message all button is great, and faction chat windows are coming sometime apparently? That sounds great! Some things you don't want to spam everyone about though, and not everyone knows everyone else. The faction page is already in the new Agonia style, and it looks good, but I hope it shows Rank Titles in the future, so players don't need to message all to look for a smith or a tailor, or to find the mayor, or the strongest warriors in the faction. Ranks are a strong way to advertise yourself as a crafter, and the faction list is one of the more prominent lists in the game, and it will soon server more as a communication hub for the faction with faction chat. Any features you add here are helpful!
There was another thread on the forums where someone was suggesting that weapon-skill rank titles should be faction specific. I can see a lot of merit to this, though I'd miss the flavor of race specific title names. For one, it would not allow you to "spy" on the opposing faction by knowing what skill they are if you were to take a race title away from them. Going off of the point made just above, having crafting rank titles be faction specific would always allow the faction to be able to see who their strongest crafters are, even if the other faction has 10x as many higher ones (unrealistic, but still). I guess my vote would be to have them be faction specific, but the title to change based on what position and race you happened to be.
I can't speak too much more on factions without knowing what else is coming down the pipeline I guess.
