It makes sense that you have to say...mine for ore. Ore isn't something that you would just stumble upon and pick up, it's something you would have to prospect.
Other items like herbs and the stuff you find in different terrain by exploring, however, should also be findable by movement. Not sure how possible that would be to make happen, maybe at a slightly lower rate than exploring...but most of the time you stumble upon that kind of stuff during movement. Some of it is loose and thus would be easily picked up (movement), while in other cases it would be harder to get to and require more work, more chopping and cutting away of brush (exploring).
Just a thought.

The idea of finding things while walking is a nice one though I think the chance to actually find something while not actively searching should be a lot lower. In the predecessor of this game ores were mined by using turns on a mine spot. That was deliberately changed for this game to reduce the incentive to play several characters at once for the sole purpose of supporting e.g. through mining.
