I have noticed next to no reduction in elemental damage taken when I have a talisman worn

A +3 willpower will be a 3% reduction. If the creature does 20 elemental damage as base, 1 point change is 5%, so you would still be inside of 1 point of damage change. The creature would have to be doing 33 elemental damage base or higher to see a 1 point change at 3%. So yes, you would see next to no reduction in elemental damage from using a talisman.
