I will make this suggestion short.
Current system: Players can use another groups dwelling simply by applying to the guild, they do not need to actually be appointed into the guild to store and withdraw from the dwelling.
Proposed System: Code it to where as long as the guilds set to 'Alliance' with one another in Guild Diplomacy, they can use each others dwellings without having to leave their current guild.
