Out of curiosity, why was this quest created as a rare spawn instead of a "search for clues and find the mutineer?"
I know a lot of people are unable to finish it still and it will not be able to be finished after the boat ride ends which is in about 1-2 hours from now. Personally I've used 13,000+ mvps and 545 turns and still haven't found one. There may be a 1 to 1 kill ratio for players and mutineers but i'd venture to say over 50% of those were killed before people were even on the quest and those that have multiple probably felt they were more common so didn't think they needed to share them. I'll be pretty annoyed if I'm unable to finish it after working my butt off to do so. I know others are in the same boat (no pun intended) and this quest is especially more important for those with low intelligence and gens because it's guaranteed xp in both and any help is more important to them in terms of training speed. To have it as a "lucky or rare spawn" seems counter intuitive with the time limit on the boat especially for those unlucky enough to not find one no matter how hard they work at it.

For those that didn't complete this quest, can there be a "makeup quest" to get those same things they missed out on now that we're on land? Can create a quest "if mutiny is incomplete then so and so can accept x quest" or something like that.

Hey eberwolf, For info, the reward of that quest was just: -250 in leadership -250 in main Weapon Skill -150 in seeking So it's not like those who weren't able to finish missed out on something big they will never be able to get. We're trying to get Agonia as realistic as possible. In life there are events, they happen with or without you regardless, it's just a matter of picking up the right train at the right time. Sometimes you get lucky, sometimes you don't. But we can't have 'make-up' quests everytime someone misses it, because not only would it not be realistic at all in terms of RP, but it would also kill most of the incentive, and the rewarding sensation, to finish a quest. Sorry you missed it, but there will be plenty others and I hope you understand our point .
