I just started, read the 10 Things, and the walkthrough. I'm on the main menu page. There is nothing that I can see or click that brings up any npc or initiating quests. I trained 3 levels, moved one space, and explored the starting space.
Does it make a difference that I'm on a PC using Opera?

Turns out I completely misunderstood the structure and scale of the game. I thought it was only one player per small square, not thousands. I moved to an adjacent empty space, still within the wooden wall, and tried a couple of operations, Train and Explore. They worked.
Apparently, the "Talk to Capitol.." message only appears if your toon is in the exact center small square. I expected (OK, my bad, assumed...) that the list would show up near the town. That was incorrect. If your vision is impaired and/or you are not looking at the corner of the screen, the text is not bright enough to be easily noticed.
Perhaps the message could be moved, or flash, for those of us who see or think a little differently.
Thank you Balin, for your help. I would have never figured it out on my own.
