I have given some thought on the mentor program, as I believe it was a nice thing, but just too easy to take advantage of.
I am not sure if it could even be done, but wondered if a mentor program where the mentor had to complete small quests as well along the way in order to receive the end result reward. Like maybe the mentor needs to be named at 100 skill, but then must complete a quest before the mentee is 200-250 skill to reap the reward.
I am sure many of you may have better ideas, or can elaborate on this one in some way. I just think the mentor program was one way to get leadership skill, and interact with new players. Could maybe even limit the number of mentees a mentor can have in a certain time frame.
