Not sure if a bug or not on the right kind of water but can't walk on water so far

Lightfoot have a spell called Walk on Water, 0 mana, self-cast only. It was disabled during the boat landing quest for obvious reasons, but might be enabled now? If not it should be soon. I saw Lumber and an admin talk about it shortly.
Stay clear of the oceans...

Can walk on water as a lightfoot. Just costs 400 moves per tile.
