Is it harder to find herbs the more north you go ?

Nop, the 'base' explore tables are the same for all tiles of the same terrain type.
Some specific spots will have more to it than the base ingredients for example coal, ores, special herbs or other rarer ingredients, but that is not related to how north the spots are.
